There isn't any sort of inspection process to update your registration in California...so anything goes honestly as long your smog is kosher

Same in Wisconsin, except no smog, either. infact you can run around with no catilatic converter an never get a ticket, unless some cop gets down on the ground and checks to make sure you have one.
